There was an article today in the Charlotte Observer noting that it is getting so hard for the Court Systems to find perspective Jurors that a Judge was having a Sheriff in Sanford approach people at Random in a Food Lion parking lot with a summons to appear in Court in 1 hour or face a contempt citation. The article went on to note that in North Carolina Jury Summonses resulted in "qualified and available" jurors just 23% of the time while a further 33% of all Jury Summonses were undeliverable.
That got me to thinking "Why are 33% of the jury summonses in the state of North Carolina reported as undeliverable?" I went to Charmeck dot org and looked into the jury Selection process. "At least every two years, a Master Jury List is prepared by a Jury Commission composed of three private citizens from Mecklenburg County. The Master Jury List is composed of the names of registered voters and licensed drivers in Mecklenburg County. These are the two sources, as required by law, from which jurors names are drawn. Names are then randomly drawn from this master list for each court session".
So the jury pool is selected from the Drivers License and Voter Registration Lists? No wonder only two thirds of the Summonses are being delivered. North Carolina is already notorious for giving adrivers license to anyone who shows up at the DMV. Hundreds of Illegal aliens and criminals come down to NC to get a drivers license with no questions asked using a fake in state address. In Charlotte we've also had ACORN come to town to 'register' new voters. Since some of these newly registered voters have been found to be transients with a bogus address or are just simply bogus to begin with, it’s no wonder that the Court cannot deliver its Summons.
Perhaps to eleviate the problem with the Jury Pool the state legislature can pass a law suspending your driver’s license or your voter registration if you fail to appear for jury duty. This would probably help compliance quite a bit and help identify bogus voters and drivers.
